Dvurechenskikh Victor Alexandrovich

Dvurechenskikh Victor Alexandrovich was born on September 2, 1955 in the city of Lipetsk.

He got a higher education, and graduated with honours from Dzerzhinskiy Military Academy, the Humanitarian Academy of the Armed Forces of the Russian Federation, and the Finance Academy under the Government of the Russian Federation in the following specialties: “Electronic engineer”, “Educational psychologist”, “Legist-jurist”, “Financial manager”. He is a Candidate of Philosophy Sciences, and a Colonel of Reserve.

After separation from the Armed Forces of the Russian Federation Dvurechenskikh V.A. headed Catherine the Great National Institute — one of the first Russian non-governmental institutions of higher education, and also a number of commercial entities.

In December, 1997 Dvurechenskikh V.A. was deputized for Moscow City Duma. He headed the Commission of Moscow City Duma and the Administration of Moscow city on the regulatory system of land and property relations.

On February 16, 2000 he was appointed the Chairman of the Chamber of Control and Accounts of Moscow for the first time by the regulation of Moscow City Duma.

Since August, 2002 Dvurechenskikh V.A. is a Professor of the Economic Law Faculty in Russian Academy of Economics named after G.V. Plekhanov.

On February 18, 2004 he was reappointed the Chairman of the Chamber of Control and Accounts of Moscow by Moscow City Duma. He was awarded a Medal of the Order of Merit for the Motherland of second degree.

On February 27, 2008 Dvurechenskikh V.A. was reappointed the Chairman of the Chamber of Control and Accounts of Moscow by Moscow City Duma.

On December, 2010 he was awarded with the state reward of the Russian Federation — Order of Honour.

On February 29, 2012, March 1, 2017 Dvurechenskikh V.A. was reappointed the Chairman of the Chamber of Control and Accounts of Moscow by Moscow City Duma.

The activity of Victor A. Dvurechenskikh in a public position of the city of Moscow is noted by state awards: the order of Honor, the Medal of the Order of Merit for the Motherland of the II Degree. By decree of the President of the Russian Federation (order № 525 dated 28 October 2019) he was given the honorary title of «Honored economist of the Russian Federation».

On March 23, 2022 Dvurechenskikh V.A. was reappointed the Chairman of the Chamber of Control and Accounts of Moscow by Moscow City Duma.
